The Port Users Confederation of the Philippines, Inc. (PUCP) remains steadfast in its commitment to developing and implementing an integrated system for land cargo clearance procedures. By streamlining these processes, PUCP ensures efficient and effective service, enhancing the competitive edge of its client-users in the global market. As a major partner of the government and the Bureau of Customs (BOC), PUCP strives for global acceptance through the adoption of modern technology and trade excellence, thereby contributing to sustained economic development.`

The Port Users Confederation of the Philippines, Inc. (PUCP) aspires to lead in forging a robust partnership with the Government. Our goal is to develop and implement streamlined, harmonized, and efficient clearance procedures for exports, imports, trading, and manufacturing industries. By doing so, PUCP aims to enhance the readiness, viability, and global competitiveness of Philippine products and services in the international market.

Origins and Strategic Role

Port users serve as crucial intermediaries between government and the private sector. In the advent of the 21st century, they have acted as catalysts between the Department of Finance (DOF) and the Department of Trade and Industry (DTI) in general, and the Bureau of Customs (BOC), Philippine Ports Authority (PPA), Maritime Industry Authority (MARINA), and other port-related agencies in particular.

The globalized business environmentβ€”accelerated in the early 1990sβ€”has been shaped by:

These trends demand that the port industry implement streamlined procedures and sustain efficient operations to support trade facilitation and national economic growth.

Against this backdrop, the Port Users Confederation, Inc. (PUC) was established in 1996 and formally incorporated on January 7, 1997 as a non-stock organization. It united multiple associations regularly dealing with the BOC, PPA, and Port Operators at the Manila International Container Port (MICP) and Port of Manila (POM).

PUC was envisioned as a private sector advocacy body, committed to:

PUC consistently worked to review and restructure excessive regulations, improve port management, and enhance systems that deliver efficient service to stakeholders.

Name Change and National Expansion

In 2018, the organization officially changed its name to the Port Users Confederation of the Philippines, Inc. (PUCP), as approved by the Securities and Exchange Commission. This marked:
